Optimising the investment plan for drinking water in the Netherlands
Vitens - the largest drinking water company in the Netherlands - draws up an annual investment plan (IP) for the entire area with a 10-year outlook. The IP not only determines the investment requirement, but also the financing requirement, and must therefore reflect a reliable estimate.
The challenge
Based on Rebel’s previous review on the creation of the IP, Vitens contracted us to improve the quality of the IP and to optimize the process of creation.
The approach
Rebel mapped out the process of drafting the IP and assessed which parts could be improved upon. Together with Vitens, we developed the end goal to bring the IP that will be drafted in 2023 to an auditable level. Based on this final goal, we worked with the Vitens team to define the concrete steps necessary to achieve this in the areas of the process of drafting the IP, the maturity of the asset management system and cost expertise and unit prices. We then worked on the implementation. We also ensured support from the board and management for the improvement process. At the conclusion of this assignment, we drew up clear roadmaps of activities for all workflows for the coming year.
The rapid creation of effective collaboration with the Vitens team was essential. We also provided coaching so that the team could continue independently.
Central to this was obtaining support from employees, management and the board of directors and obtaining active cooperation in securing the change objectives at the organizational level as well. Our efforts were aimed at enabling Vitens to implement the improvement process independently as quickly as possible.
