Miami-Dade county metrorail maintenance assessment
Supporting Miami-Dade County on ensuring that sales-tax funded transit assets are well-maintained.
The challenge
In 2002, Miami-Dade County introduced a 0.5-cent sales tax to help fund essential infrastructure and transportation projects. The Citizens’ Independent Transportation Trust (CITT) is responsible for managing the revenue generated from this tax. To strengthen oversight, CITT sought a clearer understanding of how effectively the Metrorail system was being managed and maintained. As a result, Rebel was brought in to assess fleet management and maintenance practices.
The approach
Through data analysis, peer benchmarking, and on-site inspections, Rebel evaluated Metrorail’s fleet availability, reliability, and schedule adherence in light of poor performance. We evaluated the mismatch between performance metrics and customer outcomes and Metrorail’s asset management system, which suffered from poor access to digitized historical data.
We also assessed labor regulations and agreements that hampered the County’s ability to hire qualified maintenance personnel and identified reasons for cleanliness issues on board vehicles. The County will be implementing Rebel’s recommendations for improvements.
Impact
CITT achieved clarity on changes needed to ensure long-term health of Miami’s Metrorail.
