The Challenge

Jackson Health System aimed to transform an underutilized 3.5-acre site, including tearing down the existing obsolescent building, next to a major transit node into a mixed-income housing project with supporting uses—leveraging public land value to meet affordable housing goals through a competitive procurement process.

The Approach

Rebel acted as Jackson Health’s financial advisor, designing the financial terms of a long-term ground lease, reviewing commercial deal points, and ensuring alignment with market standards. Rebel guided the RFP process and supported proposal evaluation and developer negotiations—ensuring the project attracted qualified bidders and aligned with public objectives.

Impact

The health system and Miami-Dade County will have new ways to help reduce housing shortages and spur transit use.
