Transaction Advisory for Pwani University Teaching and Referral Hospital
Rebel is leading the transaction phase for a new, 450-bed national teaching and referral healthcare facility in Kenya’s Coastal region. Following the completion of the feasibility study, a recommended project structure and PPP model have been selected, ensuring best value for public parties, the wider public and for Kenya.

The challenge
Pwani University (PU) aims to procure a 450-bed hospital, the Pwani University Teaching and Referral Hospital (PUTRH), under a PPP arrangement. PU has a 60-acre plot along the Mombasa-Malindi Road available for the PUTRH, the first Level 6 national referral hospital of Kenya’s coastal regions. The long-term objectives of PUTRH is to provide a combination of leading medical training and healthcare services to the coastal regions while alleviating pressure on the existing national hospital network. It is against the envisaged growth in undergraduate enrolment and the growing demand in healthcare and demand for healthcare professionals that the proposed PUTRH was conceived.
The approach
Rebel has been contracted by the National Treasury (NT) of Kenya to provide Transaction Advisory Services (TAS) for the PUTRH PPP transaction, and has mobilised a dedicated Transaction Team for this purpose. The team has completed the project’s feasibility study, covering the financial, technical, legal and social feasibility of the project.
This included a demand analysis, environmental and social impact scan, as well as financial and legal analyses. The project has been structured to ensure feasibility within the Kenyan market, and the study has been approved by the Government. The project is now in the transaction phase.
