The challenge
A major new city development in the Middle East is aiming to become a global destination for entertainment, culture, and innovation — aligned with national ambitions for economic diversification and sustainable urban growth.
The city’s development authority launched a competitive international tender for a comprehensive mobility services package. The scope covered electric vehicle operations, infrastructure, intelligent transport systems (ITS), and customer service delivery — all to be implemented in a phased manner in line with the city’s construction and opening timelines.
A leading global public transport operator was invited to bid in partnership with a prominent regional infrastructure firm. They engaged RebelGroup to support the planning and development of a high-quality, compliant, and compelling proposal under a challenging timeline.
The Approach
RebelGroup supported the bidding consortium as an embedded partner, providing end-to-end strategic and technical assistance throughout the tender process. Our role included:
- Structuring the bid response and drafting delivery plans across technical, commercial, and contractual workstreams
- Proofreading all delivery plans and acting as a content controller to ensure consistency, clarity, and alignment across documents
- Facilitating cross-functional input and coordination between international and regional partners, including bid project management to align timelines, deliverables, and stakeholder contributions across multiple workstreams
- Ensuring alignment with the client’s strategic goals, evaluation criteria, and delivery model
