The Opportunity
Value capture techniques are a critical tool to furthering the financial viability of TOD projects. As development practices evolve, the use of value capture tools is also changing – and Rebel has been a thought leader in creative, efficient deployment of value capture mechanisms.
The approach
Rebel has supported FHWA’s value capture program, including moderating peer webinars, regional summits, and two-day workshops on topics like local infrastructure banks, transportation utility fees, special assessment districts, tax increment finance, naming rights/advertising, and bond finance. We also developed a 250-page Value Capture Implementation Manual with over a dozen case studies, and co-authored both a transportation utility fee primer and Managing Economic Shocks to Value Capture-Funded Projects.
