Promoting Resilient Transport PPPs in Colombia and Facilitating Access to Sustainable Financing

Rebel partnered with the Colombian National Infrastructure Agency and the IDB to develop a toolkit aimed at integrating climate resilience throughout the project lifecycle of transport public-private partnerships (PPPs). Our team also created a guide to facilitate access to sustainable financing for these projects. The toolkit was officially presented by the President of the Colombian National Infrastructure Agency at the Conference of the Colombian Chamber of Infrastructure in Cartagena, Colombia, in 2022.

The challenge

Colombia is projected to experience annual GDP losses of 0.49% between 2011 and 2100 due to direct damage to infrastructure from natural disasters. In response, the Colombian National Infrastructure Agency sought to ensure that its transportation PPPs are structured, evaluated, and executed in a manner that enhances their resilience to climate change over the short, medium, and long term.

The approach

The Rebel team developed a tailored toolkit with a series of tools specifically designed for Colombian PPP processes. This toolkit facilitates the seamless integration of climate adaptation at every stage of the project lifecycle, from project appraisal to contract management. Additionally, we crafted a guide to assist in identifying and applying sustainable financing instruments for PPPs.

Impact

Investing in more resilient infrastructure in low- and middle-income countries is estimated to generate benefits of USD $4.2 billion.
