Privatization of Cabo Verdean Ports

Realized in Cabo Verde

The Government of Cape Verde, with financial assistance from the World Bank, aims to promote growth in the country’s port sector as part of its overall objective to strengthen the management of State-owned Enterprises (SOEs).

The challenge

After improving the marine infrastructure, the Government aims to liaise with strategic partners who can provide expertise in port management and operations, including transshipment. To this end, a two-part privatization model has been developed for both freight and ship services.

The approach

Rebel was able to provide a thorough assessment of the selected privatisation strategy and to advise on necessary improvements to ensure a beneficial, tailor-made, and successful transaction scheme aligned with the goals of the Government of Cape Verde.

We focus on identifying appropriate candidates while ensuring a solid bid evaluation that allows us to determine the preferred bidder.

Impact

We establish monitoring to support future government port licensing contracts.
