PPP transaction for student accommodation in Uzbekistan

The Government of Uzbekistan (GoU) has launched a comprehensive program to develop student dormitories through a Public-Private Partnership (PPP) model. To support this initiative, the GoU engaged the European Bank for Reconstruction and Development (EBRD).

The project aims to involve private companies in the design, construction, financing, operation, and maintenance of multiple student dormitories.

Rebel is serving as the lead transaction advisor, conducting a feasibility study and supporting the procurement process for delivering these dormitories under the PPP model.

The challenge

We needed to develop a project large enough to attract investors and bidders, while ensuring it remained financially sustainable and affordable for the Government. The ultimate goal was to provide high-quality housing for students.

The approach

As the transaction advisor, Rebel provides end-to-end procurement support—covering everything from feasibility studies to procurement, evaluation, and contract award.

Leveraging our network, we have conducted broad market outreach and engagement to help shape the optimal structure of the PPP.
