PPP transaction for a BOT for the container terminal at the port of Duqm
Rebel acted as the transaction adviser to the Port of Duqm, preparing and implementing an international competitive procurement to select an operator for the container terminal under a BOT agreement.

The challenge
The Port of Duqm was developed as one of the key industrial clusters in Oman. With the port now operational, the port authority required a qualified international operator to take over and develop container traffic in a region with significant available capacity.
The approach
We structured a typical BOT arrangement, in which commercial and operational risks lie with the operator, while the Government of Oman had already made all infrastructure investments necessary for the terminal to be operational. As there are multiple competing transshipment hubs in the region,
the tender focused on aligning the interests of the operator and shipping lines to attract a major anchor user and scale up container handling at Duqm, while also contributing to the growth of the adjacent industrial zone.
