Policy and institutional mechanisms for PPP and identification of viable projects
The Kazakhstan government has launched and is currently implementing three public-private partnership (PPP) projects with a total budget of 45.6 billion tenge. Additionally, 60 concession proposals have been reviewed, and 10 bidding documents have been submitted.
There are 31 projects in the pipeline, and 14 more are planned for procurement as PPPs based on the results of the public sector comparator (PSC) analysis.
To support these efforts and strengthen the overall PPP enabling environment—thereby attracting greater investor interest in Kazakhstan, the Ministry of National Economy (MNE) has requested technical assistance from the World Bank Group.

The challenge
Enhancing the early-stage assessment process of Kazakhstan’s Public-Private Partnership (PPP) pipeline to streamline project preparation, improve the quality and bankability of proposed PPPs, and develop a stronger, more scalable portfolio of projects that can attract sustained interest and investment from domestic and international private sector partners.
The approach
To provide optimal support, we have proposed a three-pronged approach:
- Developing a project financing roadmap
We will support the creation of a clear and actionable roadmap for project financing that is aligned with international commercial standards and best practices. Designed for implementation by the Ministry of National Economy (MNE) over the medium term, this roadmap will serve as a strategic guide for enabling sustainable and bankable infrastructure investments. - Establishing a standardized PPP project preparation process
We aim to assist in developing a structured and effective process for preparing Public-Private Partnership (PPP) projects. This will help improve the quality and consistency of project development, resulting in a strong, well-curated PPP pipeline that builds investor confidence and attracts long-term private sector involvement
- Building institutional capacity and providing practical tools
We will work to strengthen the capabilities of both the Ministry of National Economy and the Public-Private Partnership Advisory Center (PPPAC) of Kazakhstan. This includes delivering targeted training, promoting knowledge exchange, and introducing modern analytical tools and methodologies to support efficient PPP planning, evaluation, and execution.
Impact
We prepared a set of tools for Government institution to improve practices and delivered training to multiple SOEs and Ministries.
