The effects of these changes are disproportionately shouldered by certain communities, both due to the global distribution of weather patterns and the lack of capacity to prevent damage and adapt to changing circumstances. As a result, the question of how to finance adaptation and mitigation activities is fraught.

The challenge

In line with Oxfam’s Global Strategic Framework and the Oxfam Climate Initiative (OCI), which share the collective goal of climate justice, this project was initiated to explore indirect access fundraising opportunities under the three UNFCCC framework funds: the Green Climate Fund, the Global Environment Facility, and the Adaptation Fund. It was decided that country-based engagement—where potential partners are engaged at the country office level—would be the best approach for creating locally-rooted partnerships. As a result, this project was initiated directly with Oxfam country teams and southern affiliates.

The approach

In close collaboration with Oxfam country teams, Rebel shaped value propositions tailored to each potential partner, outlining Oxfam’s strengths, potential additionality, and opportunities for synergy and collaboration.

These value propositions served as a starting point for engagement and discussion with potential partners about opportunities for partnership and indirect fundraising through the UNFCCC framework funds, as well as in the broader climate space.
