Green hydrogen policy accelerator training course

Rebel delivered dedicated training sessions on green hydrogen project economics and finance to equip policymakers from Africa, Asia, the Pacific, Latin America, and the Caribbean with the knowledge, skills, and tools to advance the green hydrogen industry in their countries.

The challenge

Green hydrogen is a nascent sector, and there are high expectations for the industry to support the global race toward decarbonization, especially in hard-to-abate sectors. The world is focusing on several regions that benefit from abundant renewable energy resources, particularly Africa, Latin America, the Middle East, and South Asia, for green hydrogen production. Numerous projects are being developed in these regions, but clear policy directions are often lacking due to the market’s early stage. Capacity building and training are essential for policymakers to develop a solid understanding of the sector and its challenges.

The approach

The Green Hydrogen Organisation and the International Solar Alliance jointly organized a Green Hydrogen Policy Accelerator Training Course to equip policymakers from Africa, Asia and the Pacific, Latin America, and the Caribbean with the knowledge, skills, and tools to advance the green hydrogen industry in their countries.

Rebel was selected to deliver dedicated training sessions during the Finance Day of the training course and provided in-depth sessions on green hydrogen economics and finance, including a detailed breakdown of financial and economic considerations across the entire green hydrogen value chain, as well as the concept of Levelized Cost of Hydrogen. In addition, Rebel delivered a dedicated session on government (fiscal) measures and instruments, illustrating how governments can create an enabling and attractive investment climate for green hydrogen projects while adequately sharing in the economic and financial benefits.

Two training programs were organized: one in Cairo, Egypt, in August 2024 for policymakers from Morocco, Tunisia, Egypt, Mauritania, Nigeria, Côte d’Ivoire, Uganda, Djibouti, Mauritius, Namibia, El Salvador, Panama, and Honduras; and a second in New Delhi, India, in October 2024 for policymakers from Bhutan, Cambodia, Chile, the Dominican Republic, Fiji, India, Maldives, Nepal, Papua New Guinea, the Solomon Islands, Sri Lanka, Trinidad and Tobago, and Vanuatu.
