Rebel was hired to assess whether, and under which structure and terms, it is feasible for the 2,000-bed PUTRH to be successfully delivered as a PPP, ensuring the best value for public parties, the wider public, and Kenya. Rebel will also lead the transaction phase of the project.

The challenge

PU aims to procure a 1,500-2,000-bed hospital, the Pwani University Teaching and Referral Hospital (PUTRH), under a PPP arrangement. PU has a 60-acre plot along the Mombasa-Malindi Road available for the PUTRH, the first Level 6 national referral hospital in Kenya’s coastal regions. The long-term objectives of PUTRH are to provide a combination of leading medical training and healthcare services to the coastal regions while alleviating pressure on the existing national hospital network. The proposed PUTRH was conceived in response to the envisaged growth in undergraduate enrollment and the growing demand for healthcare and healthcare professionals.

The approach

Rebel has been contracted by the National Treasury (NT) of Kenya to provide Transaction Advisory Services (TAS) for the PUTRH PPP transaction, and to this end, has mobilized a Transaction Team. The team investigated the financial, technical, legal, and social feasibility of the hospital.

Their approach included a demand analysis, environmental and social impact scan, and financial and legal analysis. The team also conducted a market sounding to verify whether the PPP structure of the project would be bankable.

Impact

Rebel has been able to come up with a project structure that is feasible in the Kenyan market and acceptable for the government.
