Delivering Manila’s automated fare collection system
The Department of Transport and Communications (DOTC) required expert support to manage and implement the Philippines’ first large-scale automated fare collection system under a PPP.
The challenge
The DOTC was responsible for overseeing a complex technology PPP despite having no prior experience in managing such concessions. The department needed to ensure contractual compliance, verify highly technical deliverables, coordinate multiple stakeholders, and build internal capacity to assume full contract management after system acceptance, all while safeguarding successful implementation and operations.
The approach
Rebel supported the DOTC Program Office during the critical implementation phase of the Automated Fare Collection System PPP. The assignment focused on capacity augmentation and knowledge transfer until full system acceptance.
Support was delivered through structured 20-day sprint reviews of key concessionaire deliverables, including detailed engineering designs, implementation and station management plans, business continuity plans, acceptance testing approaches, and maintenance strategies.
Targeted training workshops were provided to strengthen contract management, stakeholder coordination, scheme provider responsibilities, and certification processes. Rebel also supported Project Steering Committee activities and provided ongoing ad-hoc advisory services to DOTC and public transport operators to proactively address any risks that could jeopardize implementation or future operations.
Throughout the assignment, emphasis was placed on building sustainable internal capabilities to enable DOTC staff to independently manage the PPP post-acceptance.
