Climate adaptation options prioritization and co-development of a resilient PPP framework for the Nairobi-Mombasa expressway project

The Nairobi-Mombasa Expressway (NME), also known as the Usahihi Expressway, is a transformative privately-initiated Public-Private Partnership (PPP) project and is set to become one of Africa’s largest infrastructure PPPs. With the support of the Global Center on Adaptation (GCA), the project is taking a forward-looking approach by embedding climate adaptation and resilience into its design and implementation from the very beginning.

The challenge

Climate change increasingly threatens infrastructure systems around the world, particularly in low- and middle-income countries. In Kenya, climate-related hazards such as floods and droughts are already causing significant disruptions to infrastructure networks. These risks are expected to intensify, putting the safety, durability, and functionality of critical transport systems at stake.
To address these challenges, the Kenya National Highways Authority (KeNHA), with support from GCA, is spearheading the development of a climate-resilient Nairobi-Mombasa Expressway that can withstand and adapt to climate pressures.

The approach

Rebel is partnering with GCA to deliver technical expertise and strategic guidance across several key areas of the NME project. This includes conducting a comprehensive climate risk assessment, prioritizing adaptation investments, and shaping a climate-resilient PPP framework. Our team has developed generalized technical guidelines, based on stakeholder input and relevant policy documents, for KeNHA to apply in similar PPP procurements.

We are also working on a Cost-Benefit Analysis (CBA) model that justifies the integration of climate adaptation investments, and we’re preparing project-specific guidelines to ensure these measures are embedded in the NME procurement process. The goal is not only to equip KeNHA and Everstrong with tools to quantify climate risks and implement resilience solutions, but also to set a precedent for future transport projects throughout Kenya.
