Establishing a Bike Sharing System in the Gooi and Vechtstreek: Design and Implementation Plan
The Gooi and Vechtstreek region, together with its municipalities and the province of North Holland, is aiming to establish a regional bike-sharing system. The key question of this project is how to create a successful bike-sharing system in a largely rural area and how to clarify each party’s role in it.
The challenge
Without a strong commitment to sustainable mobility, the livability of the Gooi and Vecht region is at risk. A bike-sharing system is a key part of building a high-quality, accessible public transportation network. However, because this region has a largely rural character, designing an effective bike-share system requires innovative thinking. Additionally, coordinating between the various municipalities, the province, and the regional authorities presents a significant challenge.
The approach
To tackle this, Rebel developed a comprehensive design and implementation plan using a data-driven approach. Westarted by analyzing the region’s characteristics through various data sets and conducting both national and international benchmarks. This allowed us to understand key figures related to bike-sharing systems, including usage patterns, ideal locations, and governance models that have been successful elsewhere.
Rebel played a central role in the process, handling the majority of the analyses, coordinating with stakeholders, and producing the final report. The plan’s development included several key steps:
- Research & Benchmarking: An international benchmark of existing bike-sharing systems provided insights into the types and number of bikes suitable for different locations based on regional characteristics.
- Travel Analysis: Travel patterns within the region were analyzed to identify the most promising locations for bike-sharing locations.
- Workshops & Financial Modelling: The team conducted workshops and market analysis, alongside developing a financial model to ensure both long-term viability and estimation of societal benefits.
After gathering insights from these activities, the proposed plan was tested with key market players. The final implementation plan included a dynamic financial model to guide implementation.
