A strategic urban logistics plan (SULP) for the city of Antwerp

From Rebel, we have been advising the city of Antwerp on smart mobility for almost a decade. We focus on cooperation with private mobility providers on the one hand, and on realizing behavioral change among travelers and logistics actors on the other. The creation of a SULP is part of this.

The challenge

The city is constantly changing, and with it urban transport demand (the demand for goods and services that generate freight). How can Antwerp citizens and businesses be assured of smooth deliveries without compromising the quality of life in the city? This is the key question we are trying to answer within the ‘Sustainable Urban Logistics Plan’ (SULP) for the city of Antwerp. The goal is to have safe, reliable, sustainable and smooth deliveries in the city by 2030.

The approach

We are acting as process supervisor and content expert for the drafting of this strategic policy plan on urban logistics for the city of Antwerp.

Over the past decade, the city of Antwerp – with Rebel’s support – has already made several efforts in the field of urban logistics. Examples include the development of smart and safe freight route planners, or the pilot projects with the logistics sector facilitated by Slim naar Antwerpen.

However, in order to develop the SULP, more in-depth understanding of the task at hand is needed. To shape the strategic objectives and concrete measures, we are setting up an exploratory study.

Within this research, we analyze the current context of urban logistics in Antwerp on the one hand and the expected evolutions towards 2030 on the other, namely the policy ambitions with impact on urban logistics in Antwerp and the evolutions in the market. We test these insights during several working sessions with the logistics sector to enrich conclusions from literature research with practical insights.

Based on this research, we sharpen the ambitions and goals that the city of Antwerp has in terms of urban logistics. We then develop a package of measures that will help achieve these objectives.

Impact

Together with the city of Antwerp and its logistics stakeholders, we are working on a plan to make city logistics more efficient and safer.
