Rebel Global Pipeline Projects

Rebel has built a strong track record in the development, structuring, and financing of pipeline projects across the world. From water and wastewater to gas, hydrogen, CO₂, steam, and heat networks, our work demonstrates both global reach and technical diversity. In total, we have contributed to 16 major pipeline initiatives spanning the Middle East, Africa, Europe, and Asia.

Driving sustainable water solutions

In Saudi Arabia, Rebel advised on the privatization strategies for 29 desalination and power generation assets for the Saline Water Conversion Corporation, as well as a major water and wastewater transaction involving transmission networks for 10 landports. In the Philippines, we carried out the feasibility assessment of the New Centennial Water Source Project, including raw water transmission pipelines. In Kenya, our team supported the development of the Naivasha bulk water supply system with a 45.5 km transmission network, and assessed the feasibility of extending the Chebara water transmission pipeline.

Supporting the energy transition

Rebel has been deeply involved in green hydrogen and gas pipeline projects. In Algeria, we analyzed business cases for exporting hydrogen to the EU, including the Algeria–EU transmission pipeline, and worked on the contractual and financial structure of the Nigeria–Algeria Gas Pipeline. In Tunisia, we advised the World Bank on the development of an export-oriented green hydrogen trade to Europe. In the Philippines, we supported transaction advisory services for the Batangas–Metro Manila Gas Pipeline.

Heat, CO₂, and steam transportation in Europe

Closer to home, Rebel has worked extensively on heat, CO₂, and steam pipeline networks in the Netherlands. Highlights include the EUR 650 million heat transportation pipeline from Rotterdam to The Hague and Leiden, the business case review for the OCAP CO₂ transportation pipeline serving greenhouse zones, and the development of a steam transportation system in the Botlek industrial region. We also structured and arranged finance for the Westland Heat Network, transporting 500 MW of heat, and acted as economic advisor on heat supply via pipeline for an LNG terminal in Eemshaven. In Germany, we supported feasibility work on the transportation of CO₂ from Duisburg to Antwerp.

Regional interconnections

In Oman, we worked on the Oman–UAE water interconnections concept study, strengthening cross-border collaboration in water supply.
