The challenge

The project presents several core challenges, including integrating modern AFCS technologies into a newly proposed transport ecosystem while ensuring compatibility with Philippine National Standards and existing systems; maintaining scalability and interoperability for future network expansions; aligning the needs and expectations of the DOTr and the Asian Development Bank; and defining realistic yet enforceable KPIs, Minimum Performance Standards, and compliance mechanisms. Rebel also supports the DOTr in navigating tight procurement timelines and the approval processes of multiple authorities.

The approach

Rebel applies a structured and collaborative approach to support the DOTr in procuring a robust Automated Fare Collection System (AFCS) for Davao. The work begins with a detailed review of existing AFCS documentation to identify gaps, refine requirements, and pinpoint opportunities to strengthen the overall system design. This is complemented by targeted market studies that examine current technologies, commercial models, and the capabilities of experienced AFCS providers. These insights ensure that recommendations reflect both international best practices and the specific needs of the Davao network.

Rebel then develops clear technical specifications and functional requirements to guide system integration across buses, terminals, depots, and the central control centre. The focus is on ensuring reliable operations, smooth data exchange, transparent financial reconciliation, and a user-friendly experience for passengers. All specifications are aligned with Philippine National Standards and the broader national vision for modernized public transport.

To ensure a fair and transparent procurement process, Rebel prepares all key bidding documents, including Instructions to Bidders, evaluation criteria, Minimum Performance Standards, and Key Performance Indicators (KPIs). These documents set clear expectations for bidders and support consistent, measurable outcomes for the DOTr. Rebel also structures and manages the technical content of the data room, ensuring that bidders have access to complete and accurate information.

During tendering, Rebel works closely with the DOTr and the Asian Development Bank to address clarifications, review technical proposals, and assess bidder compliance.
