Rail Terminal Zeebrugge
Rebel supports POM West-Vlaanderen in the development of a greenfield rail terminal near the major Ro-Ro terminals at the Port of Zeebrugge, dedicated to the horizontal transhipment of trailers.
The challenge
Rebel was requested to advise and assist POM and the Port of Antwerp-Bruges on the development of a rail terminal in the port area of Zeebrugge. The project was funded under the Brexit Adjustment Reserve Subsidy. SWECO was hired by POM to execute the preliminary engineering design. Main Rebel activities include project coordination, in-dept market study, engineering design reviews, financial modelling and business case reporting.
The approach
After completion of a first market-study Rebel reached out to different companiesoffering horizontal transshipment solutions who would be interested in thedevelopment of a rail terminal in Zeebrugge. After having gained a clear understandingof the different transshipment systems in the market, Rebel interviewed various terminaloperators and logistic service providers to assess their interest in potential exploitationand use of the new rail terminal.
Rebel has subsequently developed a detailed financialmodel to investigate and compare different operational concepts quantitatively

We enable sustainable rail-based trailer transhipment in Zeebrugge by delivering market insights, financial modelling, and project coordination for a viable terminal development.
