Zanzibar ferry terminal
Rebel supports ZF DEVCO in assessing the pre-feasibility of developing a new ferry terminal under a PPP structure in Zanzibar.
The challenge
The current ferry terminal in Zanzibar is located in Stone Town. ZF DEVCO has shared an unsolicited bid with the Government to develop a new ferry terminal on a PPP basis just north of Stone Town. The proposed PPP agreement with the Government of Zanzibar considers the design, financing, construction, operation and transfer of the new ferry terminal. In addition to the development of the ferry terminal, it is contemplated to construct a RoRo berth. Rebel has been appointed by ZF DEVCO in order to perform the pre-feasibility assessment of the envisioned investment.
The approach
Initially, Rebel prepared a strategic positioning paper that included a high-level commercial analysis, as well as a strategic roadmap of the project. For the pre-feasibility assessment Rebel reviews the available documentation of the technical, operational, commercial and financial specifications of the new terminal. Our experts develop a detailed demand analysis and tariff projections based on historic information. Further, the conceptual layout plan and the high-level CapEx/OpEx estimates are being reviewed. From the available high-level analysis and review, advice is provided regarding the feasible PPP structuring options.
Rebel develops further a flexible financial model in order to assess the financial performance of the project, both from the project and investor perspectives, along with an analysis of the sustainability of the debt that would be incurred. Different scenarios are investigated by simulation of the respective returns, typical financial indicators and covenants.
