The challenge
Floating Offshore Wind (FLOW) is a relatively new development which offers an alternative of construction of wind turbines in deeper waters. To facilitate this, dedicated port facilities are required with sufficient depth and port area, and strategically located to potential development areas. Since it requires dedicated port facilities, new port development is required to fulfil all the specific requirements. The main activities included a market study which was used in constructing the financial model. The project required a detailed understanding of the offshore windfarm support sector, including the operational, financial, and strategic aspects of developing such a facility.
The approach
Rebel was engaged to conduct a comprehensive study focused on understanding the business model of an offshore FLOW supply facility in Portland, UK. The approach involved several key components: first, a detailed description of the port facilities, including the potential cargo flows and the specific requirements for supporting wind turbine manufacturing and logistics. This was followed by a high-level capacity assessment of the quay and yard, and a review of the CAPEX required for the facility’s development. The team also benchmarked tariff structures and analyzed key concession parameters to ensure the financial viability of the project.
A high-level financial model was then developed, incorporating various scenarios to assess the project’s feasibility under different market conditions. Additionally, an initial assumption book was prepared to outline the key factors influencing the business model, providing the client with a solid foundation for their investment decision-making process.
