Catalyzing Community Revitalization with Transit-Oriented Mixed-Use Development

The Challenge
The City of Homestead Community Redevelopment Agency sought to catalyze economic growth and community development in the City’s historic Southwest Neighborhood by facilitating a mixed-use, mixed-income development on public property. The project would continue the City’s successful downtown revitalization efforts by providing both residential and commercial uses steps away from the new BRT busway and the City’s multi-modal transit station.
The Approach
Rebel advised the City during its process to structure, procure, and negotiate a Development Agreement with a private development partner. Rebel’s support specifically focused on financial feasibility, definition of key public priorities and tradeoffs, and procurement.
