The Challenge

The City of Baltimore sought to consolidate multiple public safety and emergency response departments to improve operational efficiency and address facility constraints. The historic Baltimore Sun Building, centrally located and underutilized, emerged as a potential redevelopment site for a new public safety complex.

The Approach

Rebel, as part of the city’s team of advisors, provided financial feasibility and project structuring advisory services, helping evaluate whether to rehabilitate existing buildings or consolidate into a new, purpose-built facility. As the City progresses through its Project Development Agreement, Rebel continues to provide financial and strategic guidance to ensure the project meets long-term civic infrastructure goals.
