Screening and readiness assessment of healthcare PPPs in Kazakhstan

A team of Rebels were brought in to support the advancement of public-private partnership (PPP) initiatives in Kazakhstan’s healthcare sector. Our primary task was to evaluate the preparedness of four selected pilot public health projects. This assessment aimed to determine whether these projects were ready to move forward to the tendering phase, ensuring that all necessary conditions and requirements were in place for successful implementation through PPP frameworks.

The challenge

The Government of Kazakhstan set ambitious objectives for expanding the use of public-private partnerships (PPPs) as a strategic alternative to traditional public procurement methods. While the vision was strong, the implementation faced certain challenges. In particular, there was a need for a more clearly defined and transparent project pipeline, as well as early-stage project assessments. These steps were essential to generate interest and build confidence among potential private sector partners, ultimately fostering a more effective and timely market response.

The approach

This project followed a structured three-step approach to support the development of four proposed public-private partnership (PPP) initiatives in Kazakhstan’s healthcare sector. These projects focus on the construction, operation, and maintenance of primary healthcare polyclinic centers in the cities of Kaskelen, Taldykorgan, Shymkent, and Aktau.

  • Project Readiness Assessment: We evaluated how prepared each of the four pilot projects was to move forward. This included a comprehensive review of their technical, legal, and financial aspects to determine if they met the requirements necessary to advance to the tendering phase. The goal was to ensure that each project was on solid footing before engaging potential private partners.
  • Identification of Gaps and Areas for Improvement: We focused on identifying any weaknesses or missing elements within each project. By analyzing the available documentation, the team was able to pinpoint specific technical, regulatory, or planning issues that needed to be addressed. This gap analysis was critical in ensuring the projects could be strengthened and made more attractive to private investors.
  • Development of an Action Plan and Resource Strategy: Based on the results of the assessment and gap analysis, a clear action plan was developed to guide the next stages of project development. This included outlining key follow-up actions, identifying the types of support and expertise required, and estimating the financial and institutional resources necessary to successfully prepare the projects for tender.
