MIRT Exploration ‘Faster and Better’
In 2008, the transport ministry, environmental planning ministry VROM, the provincial authorities of Zuid Holland and the Rotterdam local and regional authorities asked us to manage the decision making process of the MIRT Exploration programme Rotterdam VooRuit. This integral, interdepartmental project was aimed at identifying the measures needed to achieve the ambitions for the region. Rotterdam VooRuit was one of the first exploratory projects conducted on the Faster and Better principle. In a short period of time we had to come up with broadly supported decisions on the vision and the programme as well as a package of concrete measures.
A clear objective…
To start with we drafted a clear, joint mission statement. Based on the contents we then listed the desired results of each decision making milestone. We did not go back on agreed starting points and the whole decision making process was determined in advance. Naturally, we consulted with our stakeholders who were offered a choice of alternative scenarios. In this way we ensured commitment and a good understanding of the roles each party had to fulfil. The financial crisis asked for decisiveness and a general willingness to make choices. It was agreed that it would be better to complete a single project than to juggle all the balls at once. Consequently it did not take long to come to an agreement on the general lay out of the investment programme and the planning. Based on a clearly defined content, (administrative) choices were universally shared and endorsed.

We think this project shows that mobility investment planning can be a smooth and well thought out process. After all, we can’t afford to debate about utility or necessity for another fifty years. This project shows we won’t have to.
