Housing in South Africa
Rebel was appointed to conduct a cost-benefit analysis of rental housing versus a Reconstruction and Development Programme (RDP) housing (capital subsidy). More than 2 million RDP houses have been built in South Africa over the past decade, with approximately 3 billion euro of state subsidies. A complex CBA was conducted, including quantification and assessment of financial, economic and social dimensions, and evaluation of distributional effects. The CBA results will be utilized to inform national policy level decision-making on future support for housing.
